19 of the Russian's 21 championships have been won on hardcourt
A revitalized Daniil Medvedev won his maiden championship for nearly 30 months with victory over Frenchman Moutet in the tournament championship match.
Medvedev, a former world number one, has endured a difficult year, managing just one match at the major tournaments and suffering a meltdown at the American major.
The player's unpredictability on the ATP Tour - and struggles with his serving in particular - resulted in him falling of the top ten and eventually parting ways with long-time coach his previous coach.
Currently training with Johansson and his other coach, he has steadily improved in the last few weeks - climaxing in a hard-fought 7-5 4-6 6-3 victory over opponent Moutet.
It is Medvedev's first title since the Rome competition and first on a hardcourt since that period of the previous year.
Victory also signifies he has won 21 titles at twenty-one various competitions.
"It's the first time I have attended a tournament with my both daughters simultaneously, so to get a championship is especially meaningful," said ranked player Medvedev.
"This victory is in honour of my younger daughter her name, because the initial championship I got when my child Alisa was born was for her."
The athlete, the past champion, had lost his last six championship matches, featuring in Halle in the past months.
The player's counter-punching approach and recurring reactions on the tennis court had caused commentators to question if his skill to perform at the top level was over.
Yet the 29-year-old has altered his approach in recent weeks, attempting to approach the net and play positively, reinforced by an improved serve.
The champion fought back from a disadvantage in the first set against the challenging opponent, taking four of the final five points to go ahead.
The pair swapped breaks in the following set before Moutet, striving for his initial tour victory, gained dominance to force a third set.
The opponent rescued 4 initial chances in a close deciding set before Medvedev broke to 15 to secure the win.
Fittingly, he secured the title with a rally at the net, with Moutet incapable to handle a shot after two hours and 38 minutes.
